What I know about the intricacies of graphic design would fit on the back of an index card. What I know about the details of graphic design specific to book covers would fit on the back of a matchbook. Actual quote from the book - "Anyone who ever said 'don't judge a book by its cover' never had to sell one." Good books tend to merit the efforts of more talented designers. Not a hard and fast rule by any means, but a consideration.
