I think I've figured it out. A way for Tobito to work...
So: let's forget about the Moon's Eye plan for a moment. That plan came from Madara. Tobi stated at the Five Kage meeting that his real goal was to become complete. That's always been an awkward statement - complete how?
He explains that becoming one with mankind through the Moon's Eye is only part of what he meant. His body is in one piece (it's actually pretty sturdy, since he's lost and regrown a few limbs already, and nothing else is missing other than his left eye, but he has a whole storeroom of spares to fix that), so what else is incomplete?
I think chapter 599 answered that question. The inconsistencies with the timeline: they might not be a mistake or the author's attempt to retcon everyone's backstory. Obito's memory is faulty. It's his memories - his identity - that's incomplete.
Obito might not remember how Kakashi returned to help him save Rin and how they finally became friends. It is possible that as far as he's concerned, Kakashi still believes that "sometimes, it is essential to sacrifice companions for the completion of a mission". He believes that ninja are scum and that Kakashi abandoned him to die, just like he would have done (just like he did?) to Rin, because of this belief in following the rules and regulations. That is Obito's (Tobi's) present opinion of Kakashi and of ninja in general.
So now, he wants "to build a world where heroes don't have to make pitiful excuses in front of graves". Because despite everything, he still remembers telling Kakashi that "if I'm that kind of trash, I'll break the rules! If that's not being a true shinobi, then I'll crush that idea of a shinobi!!"
And he is resolute. His conviction in achieving this goal is steely. He took Kakashi's past accusations to heart and threw them back at him in chapter 597: "You're just words and no actions, what someone like you says is worth nothing". And so Obito acts. Ruthlessly so. (Unlike Kakashi, who makes pitiful excuses in front of graves. "It's too late to regret. Reality is just cruelly moving forward.") This is also another way in which he seeks to become complete: once, he was all words; now he is action as well.
As for the Moon's Eye plan - that plan came from whoever is manipulating Obito. This person had to have met Obito after his "death" and subtly played on his beliefs until Obito agreed to work for him as Tobi. How was this done? Simple: he told Obito the story about the elder son of the Sage of Six Paths and how he was passed up in favour of a rival who was apparently better. The Sage believed the younger brother was the only one who could bring peace to the world - the Moon's Eye plan would have been the Uchiha's response to that dream of peace, I believe. So, not only is Obito motivated to pursue his dream of creating a better world, his plan of action was gift-wrapped and given to him. The person behind Obito had to have taught him how to control the Nine-tails and laid the foundations for the Moon's Eye plan, with Nagato and the Rinnegan. They also had to have known about the Sage's tablet that's stored beneath Konoha, so they are likely an Uchiha. (This also explains why Obito would have trusted them.)
In any case, it's hard to say who this person might be at this point. This is the part that is still wrapped in mystery and which I imagine will link to whatever great revelation Sasuke has had after reading Suigetsu's scroll. "The one(s) who know everything": yeah, definite link there. For now, however, there is nothing more to say on this subject that isn't wild speculation.
