Google Search Redirected to fake site / proxy 93.190.137.240 / fake immutable proxy

This issue is found regardless of ANY browser you use.
I have tried many solutions.
MalwareBytes,TDSSKiller,ADWcleaner,EEK,Hitman pro,Roguekiller,Full Scan by my antivirus,reset hostfile,reinstall all browsers,flushdns but to no avail.
