As stated before about education - he probably received a minimal one locally in Manchester before he scooted out of there before it could claim his soul ;P From then on I think he learned things as he worked as well as furthering his own education by himself. He strikes me as a naturally inquisitive, if quiet about it, man who would be well read enough, for one of his station, but would never really brag about it or mention it. I think his breadth of knowledge increased after he began working for Beckett since he would have had access to his master's library. Street knowledge though - I could see him trumping everyone. :D
Everyone really focuses on Mercer's assassin aspect - I really see him far more as a clerk, spy, and occasional blackmailer than ever as an assassin. He knows how to handle a blade and a pistol - obviously - I just don't think that's his first role in his job with Beckett. It's just a handy extra, so to speak. The assassination aspect would come in far more if Beckett had a hand in the underground/black market (and I could certainly see him dallying in the underbelly of London from time to time). In that world, yes, Mercer's knife skills would be far more relevant. It's one thing to kill a nobody from Whitechapel or Lime House or a captain in the boondocks that are the colonies than to kill a colleague/peer in Whitehall. The playing fields in all three situations are completely different and Mercer's killing skills would only really be applicable in the first two. His spying, bribing, and blackmailing skills are far more relevant for the politics of both parliament and the company than anything else.
