No it won't let me because you havent entered a birthyear in lj. Edit your profile and put a birthyear and then ask to be a member again.

well i do have a birthday there, but LJ can't display it coz i'm only 13 :S it won't let me join either

perhaps you could change the settings so it doesn't have adult content?
