I guess they were actually keeping an eye on him, at least.
I think here, he was part of some play group or something. I saw a single adult standing with them, holding like a basketball or something similar. And several small children, the oldest was probably around 10 or 11 (not all related, because some were Mexican and some were black). One of whom I assumed was his brother, because when he ran over that way he saw and moved forward to get him. I'd say the one I found was around 5, and the other just a couple years older.
There's always a bunch of seemingly unsupervised kids running around the complex. Sometimes they're just loud, sometimes they mess with things (we think our outside breaker got switched off by them once), sometimes they draw with their stupid colored chalk all over the stairwell, and sometimes they ride their scooters around in the parking lot (they were really close to my car last night). A lot of the time they're playing in the stairwells or on the tennis court. Sometimes there's an adult with them.
I saw another small child around 4-5 walking on the landing the other day when we got home, totally by himself; it looked like he either walked out the door or was left out there, as the door was shut. These people do not keep a good eye on their kids here, but fortunately we live in a pretty safe place. But no matter how safe the place you live is, you should still teach your kids simple things, like where you live so they don't try to go into the wrong house.
