Unfortunately, I don't think I do have a strategy. I mean, you labeled your post very clearly as a rant. It was clearly a personal reaction. As someone who has read a fair bit of your meta, it seemed obvious what sort of meta it was, even without the clarification and categorization you laid out in this post.
Part of the problem is that there are some people who are very sensitive to common ground issues, who look for them and tread softly when they realize they are lacking interpersonal background. But not everyone is or does. And this is what leads people to preface posts with things like "don't harsh my squee" and "comment and credit if you're taking an icon," both of which, in my corner of LJ, really ought to be completely unnecessary.
I confess that my own personal solution is no solution at all. I consciously choose to expect my fellow LJers to understand me and treat me gently, and then do my damdest to sit on my hands on the few occasions when they don't. I refuse to put rules or prefaces on anything I post. Of course, I rarely post meta, which is probably the most potentially problematic kind of post, so I don't run in to this issue all that much. If I did, I'd probably have to change my tune, but I have no idea how I'd change it.
So basically, I'm useless to you, here. ::g::
The "expect anything" approach seems vital, as is attempting to frame and label your posts. But you did that. And it still didn't work. So, um, like I said, useless here. Sorry!
