Indian Spiced Rice

From Better Homes and Gardens "Hot & Spicy Cooking"

I make this the night before, especially if I'm making a complicated meal. It's an easy dish, but it's best to give it your full attention to avoid burning / overcooking and wasting all these great ingredients.

* 4 green onions, sliced
* 3 Tbs butter or margarine

* 2 cups basmati rice (ordinary long grain rice can work but it's not as awesome)
* 3/4 tsp salt
* 3/4 tsp homemade garam masala
* 1/8 tsp ground red pepper
* 2 small cloves (1 tsp) minced garlic
.
* 4 cups water
.
1)  Sauté onion in the butter until just before it browns
2)  Add everything else but water and cook 1 minute
3)  Add water, bring to boil, reduce heat, cover and simmer 15 minutes
4)  Let stand for 10 minutes
