Boring bureaucracy and how to Beat it

So I was mildly annoyed at being put on hold yet again (having given up in frustration when faced with imminent approach of classtime) by the DMV, when the nice guy who answered the phone informed me that they didn't have time to deal with me, but he was going to transfer me upstate. The people upstate answered within 3 minutes and promised to mail me a new driver's license within a minute after that.

Clearly, the solution to getting good service out of the DMV is to pick an obscure low-traffic county upstate and call the office there :)
