Less 'splody; more story?

Lately I've been wondering whether a lot of sci-fi and fantasy shows would be improved if they had a smaller budget, as it might force the focus onto writing over effects.

We'd probably just end up with shit writing AND wobbly sets, but I still think the idea has some merit.

Anyone else got an opinion on this?
