The City Police Department's Special Tactics and Rescue Service is a specialized SWAT (Special Weapons and Tactics) unit consisting solely of Import police officers and consultants. Founded by Albert Wesker, it was taken over by Captain Jack Bauer following Wesker's departure from the City. The purpose of STARS is to provide a swift response to situations too dangerous or extreme for ordinary police officers to safely handle; the kinds of situations that regularly arise in the City.
STARS is modeled after CTU Tactical Teams from Jack's own universe, only with a much looser sense of organization and protocol to compensate for the unique nature of its members. All STARS members are part-time, and have other duties aside from the team. There is little in the way of standardized weaponry, vehicles, or equipment. Instead, the team trains together regularly in a variety of scenarios to make each officer's unique talents work together to handle almost any situation.
Given the extreme nature of its missions, STARS tactics are often more aggressive than those of a real-life SWAT team: while an ordinary SWAT unit might be called out to a domestic dispute that has escalated into a hostage situation, STARS is more likely to be deployed to combat a nuclear-armed supervillain backed by an army of monsters terrorizing a crowded City street. STARS has a strong chain of accountability and responsibility however, and all missions are evaluated and reviewed afterward.
