[Apparently Vexen's decided to use his journal as a sort of recording device, because at first there's just the generic sounds of a scientist hard at work in his lab, and then he speaks up, apparently not caring in the least that everyone can hear what he's saying. Not like there's any secrets in this, after all.]

Nature: Currently unknown; more data will be necessary before a definitive conclusion can be reached
Percent of the city affected: Unknown, will assume sixty to seventy-five percent as a bare minimum without significant data otherwise.
Presumed to have begun on this past Sunday, as the first signs of alterations in the populace appear to have begun there. However the precise nature of said alterations is illusive at best, and largely varied by individual. There is, of course, no doubt a pattern to the mess, but it will take further investigation to find out precisely what that pattern is.
