Water, water everywhere.

This has been another wild spring and getting wilder. Big slug of water is coming down the Missouri right now. It would have been preventable except for politics. See, there are six major flood control dams upstream.  They're supposed to catch the Rockies' spring melt then allow the steady release over the dry summer months, keeping the Missouri navigable. But the reservoirs have become popular recreation areas, only if they have water in them. Over the last few years, each time the Army Corp of Engineers planned to let out the water, the reservoir states (Montana, Nebraska, North Dakota and South Dakota) battle like crazy to stop them, usually with success.

This year saw the reservoirs still full before the spring melt began and the melt's coming full force. So the flood gates, which haven't been opened wide in ages, if ever, are being cranked to full capacity and the Corp is praying the dams won't fail. If they do, the entire Missouri flood plain along it's entire length will be inundated. Then it's the Mississippi's turn, again.

I wonder if it's possible to sue states into bankruptcy? Could Missouri get a part of Nebraska to pay for the lands and homes lost?
