That's a tough question. Forgive me if you already knew this, but there are two different series--Classic Who ran from the sixties to the eighties, and New Who started in 2005.

I watched New Who straight through from the beginning, but assuming you don't want to do that, start with season 1, because it'll familiarize you with the premise. So here's a list of season one (New Who) episodes that are either important to the plot/premise or just awesome:

Rose
Dalek
The Empty Child/The Doctor Dances (two-parter)
Bad Wolf/The Parting of the Ways

If you want one episode that'll get you hooked, just start with "Blink", from season 3. It's easy to come in on because it's not from the Doctor's point of view. And it's really good. Then watch what's on the list, and if you want me to boil down the other seasons for you, I can.

As for Classic Who, after you're familiar with the premise, it doesn't matter as much. (Don't jump on me, Whovians; I just mean as far as plot and knowing what's going on.) Just watch any serial. Some are better than others, but because they're generally pretty self-contained, you shouldn't be too lost.
