The movie is Robogeisha. The voiceover is done by the Japanese equivalent of a male Kathleen Turner. Who, if you've been paying attention, is actually a man in drag. That's what she tells people anyway.
After watching this trailer, I could picture a smokey room full of japanese twenty-somethings getting high and writing down cool shit they want a robotic geisha to do that maybe haven't been tried yet. If one has been done before they decide to just kitsch it all up and make it cartooney.
