Fic excerpts: "Perchance to Dream" (Garak/Bashir, NC-17)
More on the “Julian has a dream about Garak that he finds intensely embarassing, but OMG it gets worse” fic I posted a segment of earlier. ~2800 words, NC-17 (and some explanatory segments), dirty talk and some very dirty actions, and Julian facing the fact that he has to make a report to Sisko on what’s happened. (And it turns out there's a reason for all this tying up, as Garak will eventually explain. Apparently sex between male Cardassians can be quite violent, and red silk rope and leather belts aside Garak doesn't actually want to damage Julian... if Julian is bound it sends an unmistakable signal of submission, and having his hands tied will prevent him from accidentally making a sudden movement that might provoke an instinctive response from Garak and result in a broken arm or dislocated shoulder.
(In time, when Garak's "used" to him, he can be left unbound, but for the moment it's really the safest way to proceed -- and of course Garak, being Garak, is going to play the trope for all its worth. And really, Julian does get a thrill out of being tied up... God, he's suck a little slut sometimes. :D)

Well. He does think that bites and bruises look quite fetching on Julian's golden skin, and since Julian doesn't object (much) he's quite happy to inflict those. Administering pain is his vocation, after all, and that carries over into his sex life (at least in this 'verse; I have others where he finds the idea of combining torture and sexual intimacy abhorrent to say the least).
He's restraining himself as far as drawing blood goes. Male Cardassians having sex tend to claw and bite hard enough to make each other bleed, but he considers Julian too fragile for that sort of treatment. (He certainly wouldn't object if Julian bit him that hard, but such an act would almost certainly provoke him to sexual violence that would leave Julian badly injured, so he'll probably warn the Human off such activities.)

Oh, poor Julian. Trying to find just the right phrasing in his report to Sisko. XD He's seriously tempted to lie, but he is a terrible liar (except when it comes to concealing his enhanced status) and knows that Sisko would see through him in two seconds flat if he tried it. So what does he say? He'll try painting things in broad strokes ("sexual dream concerning a civilian with elements of violence") and hope that Sisko doesn't request further details. Oh God, is he hoping.
As for your earlier comment (if the anonymous poster was you) about Julian being in for a wonderful time... he is indeed going to take his courage in both hands and go to Garak's shop, where the conversation is going to be surprisingly short:
J: "Garak, um... I..."
G: "I'm very busy this morning, Doctor, so shall we make this brief?"
J: "Well, I... yes. Yes, of course."
G: "My place or yours this evening?"
J: *very wide eyes*
