There were curses in the past that violently set half the City against the other... people killed each other without thought... without rhyme or reason...

[He pulls his hand away when she touches it. He didn't want her touching him when he was like this... He didn't want her to be stained by the blood on his hands--it was just a bit more literal today...]
This unworthy one heard a theory a long time ago... that the City functions off of strong emotions... and so the curses work to bring out those which draw the most... and negative emotions are easier to create than positive ones...
[And he has been one hell of a battery for the last couple of years...]
