Icon Tutorial: Sorrow
to
1) Crop your base( http://img148.imageshack.us/img148/4439/64281526vz0.png )
2) Duplicate the layer and set to Color Burn 100%
3) Fill a new layer with a soft blue(#4385d3) and set to Screen 100%
4) Fill a new layer with a dark blue(#06192b) and set to Exclusion 100%
5) Duplicate the base layer and set to Soft Light 100%(or Overlay--depending on what looks better)
6) Add text or tiny text if you wish.
Some extra things you can try: Add some textures and play with your cropping! It'll make your icon a bit more unique.
