First, you'll want to get an image of decent quality and resize it to a good size like so...
Next comes the image quality enhancer. You may use your own style or follow mine.
-Set the layer opacity to 50%
-Duplicate and set layer to Color Burn 50%
-Create a new layer and fill it with color #000000(aka black) and set it to color 100%
-Should look something like this
-Duplicate the base and set it to Overlay 100%
-Make a new layer and fill it with color#4f79dc and set it to Soft Light 100%
-Merge all layers and crop the image so that it looks roughly the size of

and set it to the right of the 100x100 icon
-put this texture
right underneath it at Normal 100%
-Next, you'll want to fill in a layer with color #4f79dc and crop it so that the base image isn't covered.
-Next, fill in a layer with #000000 and set it to Soft Light 50%
-Fill in a new layer with color #b96b95 and set to Overlay 100%
You're done. You can add in text and a border if you wish.
