**MAKE SURE TO ADJUST SETTINGS SO IT LOOKS GOOD WITH YOUR IMAGE**
I'M JUST SAYIN'.
i Pick your base, this one is mine. It's dazzling, I know ;D
ii It was kinda darkish, so I made a new Brightness / Contrast layer and put in these numbers.
Brightness: 90
Contrast: -4
result
iii Okay.. So, now, instead of dark, it's just drained of color. We'll just have to make a new Color Balance layer to fix that!
Shadows: 0 0 0
Midtones: -60 10 30
Highlights: 0 0 0

iv Now it's blue and washed out... I guess that means it's time for a Soft Light layer set at 100% :o

v Gee whiz, that sure did wonders, didn't it? No? Oh, well. Howwa 'bout some Selective Coloring, then?
Reds: -100 15 45 0
Yellows: -44 30 10 0
Whites: 75 -15 -25 0
Neutrals: -5 0 25 0

vi Hey, that kinda did something! But, unfortunately, that some was making EddieC and Bella look like Paris Hilton after her weekly spray tan. Time for some Channel Mixer. Make sure your preset is at custom :)
Output Channel: Red
Red: 95
Green: 2
Blue: 7
Output Channel: Blue
Red: 9
Green: 0
Blue: 100
VOILA, SPARKLES.
