Not only Colima (my very little state in Mexico) was the first state in the country to have something called Popular insurance that allows people with low income pay a very little amount of money to have full access to the public medical services (my mother actually was part of the initial coordination team to implement this project).
They were also the first state in Mexico to establish something called e-government; where they installed kiosks all over the place where people, using their national id card, can get easily and without hassle, birth certificates, renovation of driving licenses, copies of marriage certificates, etc etc etc, all in matter of minutes and electronically.
The last thing they did, is to establish the Wireless Public internet access in the main squares, and locations of the cities in my state. basically what this means, is that anyone who has a computer with wireless capabilities, can go to one of these centres and get Internet access for free... to my understanding, I have never seen these services anywhere else... I think that sometimes we can look to the smaller dogs to learn the biggest tricks, don't you all think?
