Make this:

PSD available!

01 Open your icon you'll be using. Here's mine if you want to follow along.
Squee! Jared!

02 Now make a new 100 x 100 canvas and paste this texture by me:

03 Go back to Jared. Now click on the marquee tool. On the options tool bar, set the style to Fixed size, and next to that, the dimensions on 60 x 60 pixels.

04 Click anywhere on the icon. Now click and hold inside the running ants square. And drag it to where you want. Happy? Now copy it. Edit >> copy or CTRL +C

05 Go to your texture. Edit >> Paste or CTRL + V Move it to the center.

06 Make a new layer. On the layer's pallette, drag this new layer under Jared. Now choose your marquee tool. Set the style to normal. And on the new layer. Click and drag till you get this:
See the running ants? Now grab the fill tool with the color of your choice. Fill the running ants square. Now grab the marquee tool, right click on the icon, deselect.

07 Take this microscopic pattern (u can't see it clearly so highlight it and save it) Open it in ps. Go to Edit >> Define pattern. Press ok.

08 Now right click on your layer with the blue square we just filled. Click on blending options. Check stroke like this: (for the pattern type, choose the pattern I gave you.)

press ok

09 Now take this tiny text brush by me:
and make it a brush by going to Edit >> Define brush preset. Now on a new layer, choose that brush with the color you want. I chose black. Stamp. Now do the same for this brush by me:
I stamped it with #17858F

Done!! If you want, you can make a dotted border by doing step 8 but for the texture layer.
