Beginner Friendly!
Enjoy! Note that this may not work properly with any image. You need to mess around.

1 Make a new layer at Color Burn 48% Fill it with #94CCD2

2 Make a new layer at Overlay 13% Fill it with #FFA5A3

3 Make a new layer at Exclusion 100% Fill it with #050320

4 Make a new selective color layer by going to Layers >> New Adjustment layer >> Selective Coloring Layer. Make sure you have 'Relative' checked.
Reds: -95, +74, +59, -6
Yellows: +49, -60, -34, +8
Neutrals: +1, -11, 0, -13

5 Make another selective color layer. Relative.
Reds: -95, +100, +100, -6
Yellows: -100, -42, -63, +8
Neutrals: +1, -11, 0, -13

6 If you want to slightly brighten up your picture, go to Layers >> New Adjustment layer >> Brightness/Contrast. I raised the contrast up to +11. But that's up to you!
