PA Politician makes a good start

PA Senator Arlen Specter, who recently changed from an (R) to a (D), penned an interesting op ed about the need to relimit presidential power, and restore the balance of power envisioned by our country's founders. Too often it seems like the neo-conservatives are intereseted in what they call a "Unitary Executive" who has complete power. This sounds way too much like a dictator for my tastes. Using the acttacks of Sept 11, Bush (and his fellow republicans) moved us very very close to a unitary execuative. Specter advocates re-balancing the power. I don't think it goes far enough.
