Oh wow, that sort of shit is what makes me keep my distance from rps. You put effort into making something unique, then someone decides they like it and try to adapt it to their ideas. Either that, or you have to bend and alter your ideas just because someone else wants to do something their way.

That's a pretty assholeish thing of your friend to do, but it doesn't seem like she thinks she's hurt you. If she's really nice usually and this seems very strange for her to do this, maybe she honestly thinks she's doing a good thing (tying the history and circumstances of both your characters together so they can have something in common).

I can see your issue, though. And even from a plot standpoint, Cerudo's history is so specific (and the experiments so... deadly to everyone but him) that it seems very peculiar that the organization (is it the Russian government doing these experiments?) would seek out Havoc to experiment on as well. I mean, he's in Sweden, right? Why him first
