History:
There's very little information given about Oruha on the
CLAMP wikia page or and none at all except for a brief mention on
Clover's page on Wikipedia, so I took the opportunity to write up Oruha's history. Please inform me if you need me to expound more on this, though there really isn't much backstory given for her in the first place.
In Oruha’s world, children born with magical powers - sorcerers - were called “Clovers” and were gathered and classified by the government according to the strength of their abilities - one-leafs were the weakest, and the four-leaf the strongest and whose powers even the most powerful psychics (who, according to the canon, are different from the Clovers somehow, though this isn't something expounded on in length) couldn’t contain.
Oruha was a one-leaf Clover. As with the other Clovers, she was taken in by the government, which then performed experiments on her to gain more insight into her abilities, but since she was just a one-leaf, one whose powers weren’t very useful, she was branded with a clover tattoo on her chest and sent home.
Years passed, and Oruha found work as a singer in a small bar. It's there that she meets a soldier named Kazuhiko, who she takes on as a lover after a three month courtship. Afterward, she's introduced to Kazuhiko's superior, Gingetsu, and to Gingetsu's companion Ran later on.
More time passes, and eventually, Oruha’s songs reached Suu, the only four-leaf Clover in existence.
Suu has always been alone as the government fears that if she found someone to love, that person would be able to use her powers for their own gain. Despite this, Suu makes contact with Oruha by “calling” her on the phone, and while Oruha is understandably wary at first, the two strike up a friendship and become close, even writing and singing a song together.
It's her friendship with Suu that prompts the government into arranging Oruha’s death.
On her birthday, she explains matters to Suu and walks to the stage, knowing she's about to die. Up on stage, after she finishes her song, she is shot by an assassin and killed.
Grieving, Kazuhiko quits his promising military career in order to find her killer. Suu also creates “fairies”, small statuettes shaped as she pictured Oruha to be (as they never actually saw each other, only conversed over the phone), to sing and spread the song she and Oruha had made together so that Oruha would never be forgotten.
Character Personality:
Oruha’s ability to predict when she will die colors a lot of how she's portrayed. There’s a kind of sadness mixed with wistfulness in her interactions with others, most especially with her lover Kazuhiko, which is later revealed to be due to the fact that she loves him so much and doesn’t want to leave him.
She tells Suu, right before she goes on stage and is killed, that she hated knowing that she was forever “running out of time” and that she thought she “could never pour [herself] into anything” due to this. She was proven wrong when it came to singing and to being with Kazuhiko though, as both of these made her extremely happy.
Her songs show a lot of her inner thoughts as well as her love for Kazuhiko. “I wish for happiness. I seek happiness, to find happiness with you… to be your happiness.” “I’m happy just to be with you, just to see you smile.” “The bliss of our meeting is a gentle light; our eventual parting, a pouring rain.” “In your arms I will be reborn.”
She even says to Kazuhiko in one of their moments together that “to not die is the greatest gift you can give someone you love”, and Kazuhiko - thinking she meant that she feared him dying - reassures her that “I’m strong”, to which Oruha only smiles sadly.
Despite all this, Oruha is still a person brimming with love and life. She’s a kind person who loves to smile and to tease the people around her. She’s unafraid of her own sensuality, and yet she still remains elegant and lady-like at all times. She tries to make the most of the time she has left and tries to share the happiness she has found with others. As Suu describes her, she's a gentle and beautiful person.
The fact that she became friends with Suu (setting aside her initial trepidation) despite never having met her face to face shows just how open and accepting she is, and the way she greeted Gingetsu, Kazuhiko’s commander, with a kiss when Kazuhiko first introduces them shows her affectionate and playful side, though of course she kisses Kazuhiko full on the lips afterward so he won’t get jealous.
She's a sympathetic character, and perhaps the first to touch Suu’s heart. She acknowledges Suu’s loneliness and tells the younger girl that she hopes that Suu will find out what it means to be happy someday and that she wishes they could have met so that she could have held her and sung with her.
Character Abilities:
Oruha is a one-leaf Clover whose only ability was to be able to predict the time of her death.
Besides that, Oruha’s a normal young woman whose main talent is in singing. She has a lovely voice, and it was mentioned that she could be famous (if only she hadn’t died so early).
Character Weaknesses:
Oruha's a very accepting person, so much so that this attitude can almost be considered a flaw. She accepts things so easily that her main weakness is her passivity.
For example, growing up with the knowledge of when she would die, she simply accepts it as a fact and makes no move to try and see beyond this. In fact, you could almost say it's all she really sees. Despite her love for Kazuhiko and for all the friends she'd leave behind, she doesn't try and change her destiny and inevitable death.
Aside from that, practically everyone in the series - even the seemingly frail Suu - has some sort of capability in battle. Everyone, that is, except for Oruha, who seems to be the closest thing to a normal, average person a main character can be in a series by CLAMP.
[ WEAPON SECTION ]
Why your character should be a Weapon:
Oruha simply isn't cut out for being a Meister, ability-wise or personality-wise. She doesn't have either the aptitude nor the build for fighting and no desire for any kind of conflict.
She'd be much better suited to act as a support for someone else, rather than trying to get her to step up and placing herself in danger (again: see lack of fighting skills).
What is your character's Weapon form?:
Oruha's weapon form would be
this necklace. This would have 2 main abilities - one a defensive / support-type, the other more for offense.
While worn, this would give her meister the ability of
echolocation by emitting sound waves from the clover leaf pendant to determine the status of their surroundings and locate (and later on, after much practice, identify) people / things. The range for this ability would be rather small at first, but given time and practice, it would be able to stretch out for a wider range.
The other ability would be to use sound waves as an attack. This could be used in a number of ways - to distract and confuse their enemy, to form a barrier around their enemies to slow them down, and (depending on their resonation and training) to blow enemies (and possibly other things) away with a concentrated sonic boom.

Soul Appearance:
Pale green in color and of average size, the only thing that really sets Oruha's soul apart from others would be its gentle expression, the "curly hair" that frames it, a tiny mark that looks like a four leaf clover.

[the voice function turns on with a beep, and a woman's voice can be heard. she sounds rather distracted]
Oh, then this one should --- [another beep, and then the video function turns on, and you can see a lovely young woman smiling warmly, if a bit bemusedly, at the screen.] There! That wasn't so hard.
But you know, this isn't quite what I was expecting when I stepped up on that stage for my final song. Though the name "Death City" is pretty ironic now that I think about it. [her green eyes crinkle as she smiles, as if she's sharing some kind of secret with you. maybe she is.]
If you wanted someone to help you fight your war though, like I told the people in the school, I still think you'd have been better off bringing my boyfriend here, instead of me. He's quite good with all these military things, soldier boy that he is.
Though I don't suppose that matters now.
[she goes quiet, taking the time to tuck some of her glossy, black curls behind her ear. her expression turns just a bit distant, as if seeing something or someone and telling them goodbye. and then the moment passes, and she laughs, the sound so bright and warm that it's almost as if that sadness in her eyes has just been an illusion.]
Ah, I've gotten distracted again, haven't I? Let me introduce myself: my name's Oruha, and I hope I can be of some use to you all here.
Would anyone like to tell me a bit more about this place, though? While the tour was rather informative, I'd still like to learn more about my new home.
Third Person:
Is this what Kazuhiko feels like, when he goes off to one of his missions? she wonders as she makes her way to the stage. But no, she knows. Her lover has never had anything but the utmost assurance in himself that he would make it out of battle alive. She has no such thing tonight.
It will be her last time to sing.
There's something akin to relief in the back of mind. Finally, that something inside of her whispers, now I won't have to know ---- know that time is running out, know that the seconds and minutes of her life are just passing her by without a thing she could do about it. She won't have to carry this burden anymore.
But she's also leaving Kazuhiko behind. Kazuhiko and Gingetsu and Ran, and now little Suu who's become so precious to her in such a short amount of time. It tears at her heart. She doesn't want to do this to them, but this isn't anything she can stop.
If she could have a second chance...
But she doesn't, and all she can do now is hope that the two people dearest to her will hear her song and find happiness without her.
"This song is for my two favorite people," she says into her microphone. A smile curves her lips, beautiful and sad. "It's called 'Clover'".
Kazuhiko, she thinks, as she sings the song she and Suu wrote together, I'm sorry. I love you.
And as the bullet pierces her heart, as she falls, the sound of people's screams all around her, she hopes that her words have reached him from his place in the crowd.
