Cleopatra (TPO) costume question

I don't think I have posted here before because in the past I put my costumes together off the rack--or tried to! But I'm heading into a costume build that is going to be very difficult. I am starting work on the River Song Cleopatra costume from TPO. I intend to make the necklace and the headdress first, then the dress. I know this is going to take at least a year, so I'm shooting for Gally 2015. My commitments mean I can only work on the costume a bit here, a bit there.
Anyway--my question is this--what should I use to make the wings on the headdress? It's the White Vulture headdress, and I have most of it figured out, but what to make the wings out of and how to attach them to the head base (buckram and bondo--unless somebody has a better idea!) in a way that they will not drop off. (DUH.) They also have to be beaded and painted and heaven knows what else, so I need something that can be painted and that will take glue.
