It sounds very much like someone in your Sheriffs dept (and possibly your DHS)is abusing their authority to do your unpleasant neighbour's bidding. (It also sounds like Bozo at least has long belonged on the other side of the uniform, and cell bars). Isn't there anyone higher up the LE foodchain you can contact, State Police or something? These sound like a right scary bunch of fuckers who have forced entry into your home AT LEAST twice, and are using their connections to cover their asses.
