Not usually, no; usually it's a cycle of two weeks of arrivals, then two weeks of calm. I don't know why it's changed.

I suppose so, though it makes sense if it's really just an organization running this place. Every business has to have its guidelines.

Well, in here; we don't know what's beyond that barrier. For all we know, we could be in the center of a city.
