So, this is interesting.

So, even Goldman-Sachs, the personification of the kind of big money the Republicans worship, says that the GOP spending cuts are a dumbass idea. So what's the motivation here?

I think the only answer that connects these particular dots is that the GOP acts to support a narrative, not to solve any real-world issues. And their chosen narrative is "austerity uber alles," and they can't (for political reasons) suggest austerity measures involving raising taxes, because that counters their other chosen narrative, "infinite tax cuts 4 supa trickle-down POWAH!"
