Translatable: Not sure but you could try. If the color comes out too intense to your liking try to play around with the settings.
1. crop, resize and position your image to your liking.
2. duplicate your image then on your duplicated layer hit Filter -> Sharpen -> Sharpen Edges, set to normal 72%
3. Layer -> New Adjustment Layer -> Selective colouring
RED -100, 0, +81, 0
YELLOW -52, 0, +75, 0
Your icons should look a lot brighter now.
4. I think it would look nice if the image is a bit greener and less yellow-ish, so I'm adding a new selective colour layer as follow:
Layer -> New Adjustment Layer -> Selective colouring
YELLOW +100, 0, +86, 0
5. To complete it, I'm adding a bit of blue to make the colour pops a little more
Layer -> New Adjustment Layer -> Selective colouring
WHITES +55, 0, -34, 0
and you're done!
