It is the universe itself that is slowly killing Alt!ten not Rose. That should have been clear because otherwise once she stopped he would not have continued to deteriorate. When Rose realized what she is doing is accelerating Alt!ten’s death she stops until she convinces herself he is lying and made the whole thing up to stop her.
She’s not a monster she is a victim of her own obsession. From her point of view this would be a story of how a con man turned her family against her and is keeping her from her one true love.
Your quote “Selfish, genocidal millionaire's daughter” appears nowhere in the fic but your review makes it appear as if it does. Please make clear that is your phrase, not mine. Pete doesn’t refer to her as his daughter she does not refer to him as Dad. She’s at the mansion because that is where her mother lives and there is room but I doubt she is in Pete’s will. So for the purposes of this fic she is not a millionaire’s daughter she as at best the daughter of the wife a millionaire. Ten may have hoped they had a father daughter relationship but it didn’t happen.
The money she has is because she has a powerful position in Torchwood. It is Torchwood’s resources that she uses to build the dimension cannon, not Pete’s.
That she is willing to risk the destruction of entire universes to get back to the Doctor is well established in the series. That such destruction is of concern to the Doctor is also well established.
