Flared hip/hem corset - Schiaparelli 23 recreation

I am curious to see if anyone might have some insight into the construction of this beautiful piece from the recent Schiaparelli 23 collection.
I’d love to attempt to make something similar, im planning on purchasing a commercial/info pattern and altering it, though I’m a little unsure of how to get an even flare away from the body…
My current assumption is that this piece has internal boning channels, heavyweight interfacing/coutil lining, padding…
Unfortunately I don’t currently have a dress form, which makes things a little tricky!
