Is this a mock-up or a final corset? As previously said the folding of the fabric is due to the lack of bones. If it has no bones, the corset will sag towards the smallest part of the body (waist).

When I use waisttape I often sew it so it stays in place by boning channels. Also I place the waisttape with its bottom edge on the waistline (so the majority of the waisttape sits above the waistline). In general your waisttape should be somewhat (like a couple of milimeters) smaller than the corset, so it takes the strain (that's what the waisttape is there for). Also if you look at a corset mathematically the waist is a circle. The outside circumference (corset) is always bigger than the inside circumference (waisttape).

I recommend putting bones in it and examine the fit. A mock-up without bones is basically a piece of flimsy fabric and not at all suitable to test the fit of a pattern. I've tried it without bones or minimal bones and the final corset did fit quite differently compared to the mock-up, even though they were the same size. So make the mock-up as close to the final corset as possible to get the best fitting results.
