Yeah, a pact. The summoner makes a pact with the spirits, and if she breaks the vow, the spirits don't have to answer her anymore.

...So they just...decided to listen to you instead?

Well they're summon spirits, aren't they? It's kind of a drain on the summoner, but...they're there to help out. A summoner can call on them in battle...or other, uh, tough situations.
