Basic Info: Roleplay journal for the fandom Katekyo Hitman Reborn! The character is (pretty obviously) an OC, since we know next to nothing about the earlier Vongola Guardians.

Special Abilities:
Photographic memory - Cesare can remember anything he has seen, making him ideal for the sort of information-gathering work that he's known for.
People reading - An expert at reading people, he can generally tell if someone is lying or otherwise hiding something. He's very observant of just about everything, but keeps his information to himself unless given sufficient reason to divulge it.
Information network - While not exactly a special ability, he uses this to his advantage so often that it might as well count as one. Cesare has a huge information network and, by extention, a lot of strings he can pull. He can find out just about anything about anyone with incredible speed and efficiency.
Appearance:
Messy dark hair, green eyes, 5'7". Light skin, string of numbers along the inside of one wrist (always kept covered). PB is Blood Dupre from Heart/Clover/Joker no Kuni no Alice.
Clothing:
Overcoats, suits, gloves. Keeps his hands/wrists covered at all times. Prefers long sleeves regardless of the season. Likes simple clothes.
Personality:
First and foremost, Cesare is not a people person. In fact, he has a genuine dislike for humanity that borders on hatred. He can't stand being in the same room as people for a prolonged period of time, and thus tends to get irritable and snappy if forced to endure lengthy human contact. He has no qualms with digging up a person's darkest secrets and throwing them in their face - and when he threatens to do just that, he isn't kidding. He is excellent at acquiring information, will use any means to do so, and deals with the lowest of the low on a regular basis. Ironically, he considers them more tolerable than the sort of people who come to him looking to purchase information - the scum of the streets, at least, don't put on a show of having pure and honest motives.
You could call him a bloodless machine and it wouldn't be too far off the mark. Often speaking in clipped phrases, he has become so acclimated to death that he won't think twice about shooting someone. Or stabbing someone. Or leaving someone to die. He doesn't care about your problems, but if you meet his price - which is often not just monetary - he will put every resource at his disposal to your aid. Business is business, and he's excellent at always fulfilling his end of a bargain. By the same token, however, so long as you meet his price, he will help you. If this means going against the Vongola, then it means going against the Vongola. He does not, and will never, consider himself as part of their family - even though he is in possession of the Cloud ring. As far as anyone outside the family knows, the position of Cloud guardian is still vacant and he is perfectly happy to keep it that way.
Cesare is a staunch atheist (for very obvious reasons). Talk of religion irritates him and is very likely to warrant a bullet in a non-vital area as a warning. When in his domain, you are expected to play by his rules - and if you don't, then he believes he has every right to forcibly remove you from his presence. This applies to anyone and everyone. He is not your friend. He will never be your friend. If he is willing to tolerate being in the same room as you for more than half an hour, you should consider yourself fortunate.
History:
Cesare was born Ushriya Gottschalk, the son of an engineer and a seamstress, and his early childhood wasn't particularly noteworthy in any fashion. Sometimes he watched his father work, sometimes he hung onto his mother's skirts as she chatted with friends, and sometimes he just played with other neighborhood children without a care in the world.
When he was 11, the Nazis invaded his home country of Poland.
At 15, he and his family were carted off to a Concentration Camp with hundreds of other Poles who had had the same misfortune of faith.
For two years, he was surrounded by death. He inhaled it with every breath of air, watched people fall and never get up, saw smoke rise into the sky in heavy, sickly waves. His mother and sisters died early on, though he wouldn't know that until after Germany's defeat, his brother disappeared one day and never resurfaced, and somehow he and his father survived.
They were different people by the time the Allies came.
In the years that followed, Ushriya and his father moved constantly - never staying anywhere very long. His father saw enemies everywhere, his mind still trapped within the confines of the camp. As they grew older, that paranoia became worse, a mixture of guilt and the terror instilled by the Nazi occupation, and though his father was really all he had left, Ushriya found it impossible to stay with the man. So much so that when he returned to their temporary home (at the time) from a day's work to find his father hanging from the rafters, he wasn't particularly surprised. After his father had been buried and matters taken care of, Ushriya disappeared. The name was never to be used again.
The man who had once been Ushriya Gottschalk resurfaced some years later in Italy, answering to the name Cesare Massimo. He worked in an intelligence office, and had made certain that no record of his former life remained. Identification, birth certificate, everything had been recreated to match his new identity - that of one of the best investigators and information mongers in Southern Italy. Holding no loyalty to any family or person, he would provide information to whomever could pay his price. Repeatedly, he was approached by members of the Vongola Family - in the hopes of persuading him to serve as a guardian to the current family head. Every time, he refused.
Someone - perhaps one of the other guardians, perhaps the Don himself, or perhaps someone else entirely who had the Vongola's interests in mind - came to Cesare one day with a ring and a deal. If he took up the position of Vongola Cloud guardian, even if only in name, he would not be required to act on the Vongola's behalf if he so chose. However, should they have need of him and the means to persuade him to assist, he would respond to their summons. It was a fair enough deal, though Cesare refused to allow the title to be publically associated with himself. If the Vongola wanted him to help them sometime, they would have to pay his price. And his price was never cheap.
