The Current Dilemma
It was impossible. There was absolutely no way to revive the population back to its former, prosperous glory. Valora, Verity, and Ex Favila were all in a state of complete war-torn grief.
Verity then managed to create a method of calling souls of warriors not only from the dead but incidentally from other universes and dimensions as well. During this gathering, Valora chose the perfect time to create an espionage and kidnapped a handful of the Veritian wizards to call forth spirits of their own. Valora was able to utilize these methods on their own, and pretty soon, Ex Favila caught the method from the grapevine. Instead of using these soldiers for the growth of population however, they used them primarily to restore their armies.
During Birth and Reborn, fugitives and refugees from all three countries moved to Port Avaritia (where all countries meet; this is also where the first battle of the war was fought). They all had only objective in mind: the restoration of peace. Due to the poor security of borders, they were able to gain enough land from all three countries to create their own separate and neutral country in the center of the three regions: New Utopia; Port Avaritia being their capital. The location of that brand new country was significant in being the "buffer" of the now four countries, going through all measures to advocate tranquility.
New Utopia, too, was able to adopt the art of Soul Summoning. Unlike the other armies, they seldom use the technique, and when they do, they do so in order to increase the population and promote the word of peace. They also only offered the option of joining the army for the willing. After all, being the smallest country of the four, they must have some sort of militia to resist Valora, Verity and Ex Favila’s armies, in case they do try to start something.
