http://www.manga-plus.com/index.php - you do have to pay for this site but it does give unlimited access for the month. It is $8 a month or £5 in GBP.

Sometimes if you google the anime alongside a download engine (sendspace, megaupload etc) you can find a link.

For manga; One Manga where they have a large selection to read online!

For anime torrents; Anime Suki has links to anime torrents, as does Tokyo Toshokan.

For the torrent program you'll need to download animoos; uTorrent.

For Media Player Classic and all the codecs you'll need to play anime on your computer; CCCP.

And if you want direct download links instead of torrent links for anime; AnimeTake and Get Fansub, alternatively to watch anime streamed online, check out Crunchy Roll or Anime Crazy.
