in Photoshop (any version)

Step one: Pick out your base image, resize, etc. Paste it onto your icon base.

Step two: Duplicate your base once and set it to screen. (feel free to play with the opacity, or skip this step entirely if you feel your icon doesn't need it!)

Step three: (optional) At this step I flipped this texture (by yours truly) pasted it one my image and set it to screen

Step four: Next, create a new color layer, fill it with 090B2C, and set it to exclusion at 100%

Step five: (optional) once again, I added this texture and set it to screen

>

Step six: Make another color layer filled with 10092C and set it to soft light at 100%

Step seven: Create another color fill layer filled with F5F1FF and set it to color burn at 100%

Step eight: Make a selective color layer with these settings:
REDS: -65 // 6 // 6 // 22
YELLOWS: 100 // 16 // -29 // 0
WHITES: 63 // 0 // -52 // 57

Step nine: Make one more color layer and fill it with 2F1A0A. Set it to exclusion  at 100%

Step ten: flatten all your layers. duplicate your image once and set it to soft light at 56%

Step eleven: (optional) add text, sharpen your image, etc.

And we're done!
