It's Ryugyong unfinished hotel tower, Pyongyang's highest hotel. Democratic People's Republic of Korea (DPRK, North Korea).

This tower was initially planned to be 105-floors high, but not so far before planned date of completion, when tower constructs was almost finished, and just some highest floors remained incomplete, it was suddenly founded that concrete in the tower's foundation appears with an critically abnormal deformation, so a real emergency of total towercrushing becomes quite evident.

In this situation further tower-building works were frozen, foundation of it was partly enforced, and some time later those floors of a hotel tower, that were completely built, were run forward into standard hotel-kind exploitation.

There are, however, an "urban legend" in Pyongyang, which is known by memoiries of some tourists. The legend is a legend about "a spirit of shock-worker woman, building-crane-operator", which is "living" inside the unfinished floors of Ryugyong Hotel.
According to this legend, that shock-worker woman gives a honour obligation: not to leave the crane cabin, until the hotel tower was finished. The co-workers of that woman brought food to her three times per a day, and so on.
But when it has been decided to stop further building, that woman was declined to leave her workplace, because of evident uncompletion of honour obligation may cover her with shame and blame. So, according to the legend, she still rests in those unfinished highest floors, becomes a spirit which can no rest in peace until the Ryugyong Hotel Tower was completely built.

So that, this apocaliptic legend is completely garmonize with the common apocaliptic looks of this giantic tower...
