Book creating with MS Publisher/Word help

First of all, if this group is not meant to help with Microsoft Office related questions, please delete this post. That stated, here we go.
Here's my problem - I'd like to make a book with pages being 1/4th of a normal sheet (8.5 * 11) with duplex printing. I would like to cut the pages at the middle (two 8.5 *5.5 sheets) and fold to make the booklet. How do I go about doing that? I've been working with Publisher and Word 2007 and I have yet to come up with a solution.
Please help.

When did the problem start? Has it been going on constantly since then? Since this problem was handed to me.
Any steps you've taken to troubleshoot? Tried the "bookfold" option but did not give the correct output.
