The words filled her broken heart. "Rose Tyler. I love you, too. Be strong for m--" And then he'd vanished.

She'd thought hearing them would break her heart further. But instead, it strengthened her. Gave her hope.

She would be strong for her Doctor.

And she would return to his side if it was the last thing she ever did.

They all thought he would leave. That he would get to the point that he just couldn't take it anymore and he would run away from his family. They were all prepared to hate him for it too, even though Angels aren't supposed to hate.

He defies them all and stays. Not for Michael or Raphael. Not for Anna or Uriel. For Heaven's youngest Angel, he stays.

He promised Castiel once that he would never leave him, would always be there whenever Castiel needed him, never more than a wingbeat away.

He keeps his promise and he stays. For Castiel and that is enough.
