Of course, the background check existed long before buildings flew into planes, but it seems to have hit new heights these past years of terror and metaterror. I'm sure that the history of the background check for professional licenses, credit applications, school admissions and bank accounts is lengthy. But when did it start, and what was its evolution?
Is it a companion of industrialization and social mobility? And to what extent does it represent social control by them, ie the banks or the government, and to what extent does it represent opportunity (aka credit, or the opportunity to get stuff now and owe stuff forever) that didn't/doesn't exist in less mobile circumstances or societies?
I don't know anything about this, obviously.
