He stared up at that distant look, nori eyebrow twitching slightly. Though it was difficult to tell what passed through that red head at that moment. That look could have been annoyed, or confused. He might have just been a little happy that he had somehow he'd impressed the man he had come to think so highly of, even if it was more the department than actually him.

He turned wordlessly and headed down the steps, tapped through commands on the head computer console to bring up the image of a tidy and formal and familiar looking "Japanese" woman. Exquisite and painfully beautiful, done up in jewelry (undoubtedly stolen) worthy of an empress, and a content, satisfied expression on her face.

Far from the hellion on the bike Zenigata had borne witness to.

"You may know this as Miss Arsene Lupin II. But the fact is she's actually Taruhar Rutar, Daughter of the Commissioner of the Galaxy Space Police Brotherhood Tarurutar Rutar. She got upset with her father over what she deemed was the inhumane confinement of the Space Pirate Atomsk, and left her homeworld for Earth to wage a petition for release. Needless to say, she was dismissed by the human public as insane and when she exhibited her abilities, they ran in fear..."

He pressed a button, showing a picture of her in the attire of a Shinto priestess. "Fortunately, a local priest had a good heart and took her in. He claimed to be her father, and supported her as she worked to fit in among mankind. She adopted a human name, his name, and then Lupin II happened along."

Like a mustached progenitor of a clone, it was a picture of that man that filled the huge screen.

Zenigata did not acknowledge Amarao's perhaps irritation/confusion/happiness because it was just easier to pretend neither of them had emotions at all. Rather than admit he was embarrassed for being caught with his mouth hanging open, he just went the asshole road of stone silence. He followed and listened, eventually easing off that slight awkwardness, folding his arms.

He nodded as Amarao spoke, frowning slightly and cocking his head to the side. He opened his mouth to say something but decided against it, reaching into his jacket and pulling out a pack of cigarettes. Producing a stick he placed it between his lips, looking over when one of the girls cleared her throat rather loudly.
She glared at him pretty openly, pointing at a 'No Smoking' sign on the wall. The one right above the several other signs warning against things like telepathy, shapeshifting, and certain levels of technology. Koichi's eyelids fell but he didn't argue, just shoving the pack away and leaving the cigarette to dangle.

"So how long has this been known?" He asked, somewhat disgruntled, "And to what extent does that mean Lupin is capable of? I mean...what can these..."
He vaguely waved at hand at the screen.
"...alien guys do?"

"We're on the level of Neanderthals to most of them. A pointless race taking up space until the true inheritors of the planet take over. But others believe we have potential... She was one of them."

He flipped to the next picture, of her with her arm hooked around Lupin's father's. She looked utterly smitten. Of course, he'd never been loyal. Lupins weren't particularly known for their fidelity. But her heartsick look said that she didn't mind.

"They can bend the laws of physics to suit their needs. With a thought they can change how density affects gravity or how their own internal iron reacts with the magnetic poles of the Earth's crust. What they don't have is their own N.O.'s. That's where we come in. Every human has the capacity to open an interdimensional portal of varying size-" he ignored the giggle this got from a couple of the girls, "-and pulling something through.

"Their race doesn't. Which is why we hypothesize Atomsk originally came from Earth. We don't know much about him. Just that he could also use enough N.O. to steal entire star systems. In short, Lupin's been able to bend the world to suit his needs without realizing it since he was a child, on top of his already profound abilities as a thief."

He could really only absorb so much before the rest had to start being put through his bullshit filter. The little men running back and forth in his head on their typewriters were asking what the fuck this word meant and where did that paper go and dammit who spilled coffee there. Fortunately it all somehow pertained to Lupin so his eyes didn't start to do that glaze over thing they did when he was lost.

Keeping alert, he nodded and stuffed his hands in his pockets, puzzling over the new information. He narrowed his eyes some when the girls giggled, flicking the cigarette to the other corner of his mouth. Just what was so damn funny? Was it because he was clueless? Mentally he noted it was fortunate the girls had looks because it didn't seem they had a lick of personality.

But he wasn't instantly spiteful or anything, no way.

"So by what you're sayin'...Lupin could also have one of those N.O. things?" He added, "Surprises me he hasn't figured it out yet and wrung that cashcow dry."

That was probably the wrong analogy.

"He could. It's more likely that he could eventually figure out how to open one. All it takes is one misplaced knock to the head. It's a wonder he hasn't already...." Amarao lifted his chin as he regarded the screen. "Which means his pals would probably be his cash cows, as you put it."

A map of Mabase came up, covered in little dots, both red and yellow. "The yellow is where Haruko has been sighted in the past month in the town of Mabase. The red is where Lupin or an associate has been sighted. We're purposefully going to be displaying a valuable jeweled artifact from the InI-24 Asteroid and Imperial Castle of King Xhin to lure him to a masquerade ball."

The look Zenigata got after that was warm and lingering. Pure hero worship, if there ever was a personification of the word. Echoed deep in those gray blues as he stared up at the taller man. "Here's your chance, Koichi. Here's your chance to actually have all the resources you ever wanted, personnel that might make a difference, and for you to bring in Lupin. If you catch him, he's yours. We just need the guitar."

Wait, who just said that last part? He was pretty sure he might have imagined it, since coupled with the fact that it was too good to be true and Amarao had one of those kind of narrator voices. The Inspector looked back at Amarao with a mix of surprise and intrigue, taking a minute to digest it and actually believe it. A grin followed, Zenigata clapping his hands together.

"Well that's more like it!" He said, looking up at the screens and the one still showing Lupin's star-crossed parents, "I've got a good feeling about this one. Yeah! This is gonna be great!"

Already he was scheming with a hand on his chin, unfortunately for the poor redhead that would be dragged along. Suddenly the whole Lupin Is Half-Alien thing didn't seem to matter so much. Not when he had the chance to outdo the monkey bastard once again, of course.

"So when can we start?"
