This is my first tutorial, so go easy on me :)

this tutorial will work better if your picture is dark and has a lot of blues.
I hope you'll find it useful :D
1. Crop and sharpen your base.
2. Duplicate your base. Set it to screen, 50% opacity.
3. Add a Curves layer:
RGB: 153/193
Red: 80/92 - 165/188
Green: 101/90 - 196/184
Blue: 91/65 - 190/174
4. Add another Curves layer and set it on soft light, 60% opacity.
5. Add a Hue/Saturation layer:
saturation: +10
6. Add a Selective Colour layer:
Reds: -31, +8, 0, 0
Yellows: 0, 0, 0, +13
Neutrals: -5, 0, +5, -5
7. Add a Brightness/Contrast layer:
Brightness: +5
Contrast: +5
8. Add a Curves layer:
Red: 76/72 - 163/170
Blue: 109/112 - 180/172
9. Add a Color Balance layer:
Midtones: +10, +9, +13
Shadows: 0, 0, -5
Highlights: -7, +5, -10
10. Add a new layer and fill it with #DBEBFE. Set it to color burn, 40% opacity.
11. Add
this light texture made by me. Set it to screen, 40% opacity.
