ok, start with your image, crop 100x100, sharpen twice, duplicate once and set to soft light, and Flatten/merge layers.
now, this is I think only for PS users, go to layers>new fill layer>solid color and set the mode to execlusion. and choose a dark blue color. for PSP users just make a new layer and flood fill it with a dark blue:)
both gradients come default with PS.
new layer>multiply>
new layer>lighten>
copy the base and paste it on top of everything and set it to soft light.
new layer>screen>

and I wrote S H I N E, Kartika was the names font and set it to 9 pt
under the shine I wrote just a bunch of babls set to 2pt.
I like it VER much but if you want it more sparkley, I added this brush by innocenceagain
and I got this:
