Step1:Go to Layer>New Adjustment Layer>Curves
Input 1: 140
Output1: 170

Input 2: 100
Output 2: 120



Step 2:Go to Layer>New Adjustment Layer>Selective Color
Reds
Cyan: -100
Magenta: +35
Yellow: +51
Black: +32


Step 3:Go to Layer>New Fill Layer>Solid Color and fill with #ff9d9d. Set this layer to Screen,Opacity 32%


Step 4:Make a new layer and fill it with black,take white soft round brush and make something similar to this


Set the layer to Screen,Opacity 47%.
