The LARP itself is great, though. I'm at a stage of comfort with it where I think I get where we're going and what we're doing, where we've come from and how we've gotten there. Okay, while I don't know the exact structure of your narration tools and the mechanics being used, the only thing you need is whopping external plot and the ability to play many npcs (or recruit players to portray them).
This isn't an uncommon problem, if fact it isn't a problem at all. It only ever seems to be regarded as such by (and no offence is meant here :) ) people who play some variation of Vampire. It didn't happen in the other venues as by and large the "enemy" wasn't other players. As a former Cam NST and ANST of old school Changeling ( where I cut my teeth on running longterm larps), you just end up approaching it as a giant tabletop game for a while. It means a fair bit of book keeping until you can phase out some npcs or what have you in favour of actual players. ( Well, that was my route, that and being being mad enough to take on the US global game and beat them :) )
Plot/npcs/create the social interactions you want by finding out what they actually want. Even a player survey would help you there.
