Helens78 has the rundown. At the moment, it's still kind of fucked-up, and it looks like changing the security status of the linking post not only doesn't fix the problem, but actually causes the pingback. Also, it matters whether the linker or the linkee has pingbacks enabled: someone who does not have pingbacks enabled will still send pingbacks, all else being equal. ::facepalm:: Oh, LJ. Did you do any testing before implementation?
