question about ost?

I have been trying to find the track thatplays in the Turn 12 episode in the scene where Milly announces the winners of the hats event and Sayoko converse with her a bit. I think i heard it in the Kiseki Picture Drama too, when Suzaku and Kallen talk a little before the middle of the PD. I cannot find it in the OSTs at all, unless i missed something terribly.
If someone would help me out, i would appreciate it.
